In this "Guest Viewpoint", Henry S. Kramer of the Dryden Safe Energy Coalition questions the concept of Home Rule, and challenges it. On of the major points that he makes is that Home Rule lacks an inherrent system of checks and balances, and points out that most local governments at the town level have one body that exercises both Legislative and Executive Powers.
